Important Message
The Home Energy Assistance Winter Crisis Program provides a one-time benefit to eligible residents for heating assistance during the winter months. The program runs from November 1 to March 30.
Who is eligible for the Winter Crisis Program?
Households must have a gross income at or below 175% poverty guideline to qualify for assistance and must meet at least one additional eligibility criteria listed below:
- The main heating source and/or related electric energy source must be either in disconnect status, have been terminated, need to establish new service, need to transfer service, have PIPP default, first PIPP, have 25% (or less) of bulk fuel supply remaining, or heating unit repair/replacement is needed.
- The utility accounts must be coded “residential,” except in master-metered situations.
- Payments for the main heating source and/or secondary heating source (electric) must be made separately from rent payments.
- The main heating source account number is required to approve the application for direct credit clients.

Failure to provide all required documentation will delay your assistance. If all documents for your application are not returned within 30 days of your appointment your application will be closed and you will have to reapply.

Please submit the following documents with your application (photocopies are acceptable):

- Picture ID for the Head of Household (preferred)
- Social Security Cards or numbers for all household members
- Proof of Citizenship for all household members such as: Birth certificates, voter registration, etc. OR Proof of legal residence in the United States (I-9, Green Card, etc. for all household members)
- Birthdates for all household members
- Gross household income for the last 30 days (Earned income for anyone 18 years and older and all unearned income for all household members)
- Documentation of ZERO income
- If permanently disabled, verification of your disability (example: social security disability award letter)
- If Self-employed; IRS 1040 with all schedules or tax transcript
- Gas and electric bills if applicable
